Advanced Communication Device Schematic Design

I'm seeking an experienced electrical engineer to design an electronic schematic similar to a Gotenna's design.

Here's what precisely I am searching for:

- The device should primarily function as a communication device.
- It should have the capabilities to transmit data at 5 watts over either VHF or UHF.
- Users should enter the frequency manually in my app.
- The device should connect easily using Bluetooth to an app I am writing for Android and IOS.
- This device will need to be battery powered and small so it can be carried by a person on a hike and have a long battery life with weight also in mind.
- The device needs to use a mesh network technology to communicate for a few miles using multiple devices
