PayPal API split payments

I am looking for a freelancer who can implement the PayPal API split payments feature for my project. The purpose of this implementation is to split payments between multiple recipients.

I have an ASP site that I need a Paypal payment button for when clicked sends a payment to a Paypal account, then sends an additional 10% to a second Paypal amount. I can send the payment amount and the payment recipient to the page via a querystring. The second 10% payment amount goes to a static account.
