Open Cart E-commerce Issues Debugging

We are having issues with our e-commerce website that is running on Open Cart and we need someone to help us address the problem.
We are using the PayPal payment gateway. The customer sees API error code 11607 (which signifies two similar payments) after making a payment. This typically happens on the first attempt at making payment, and because of this Error Code, the customer proceeds to repeat the process a second time. Ultimately, both orders are recorded and paid for. This requires us to do a refund on the second similar order.
According to PayPal, this behavior is caused by multiple API calls being triggered from the integration, which is outside of PayPal’s control. Since this appears to be related to how the OpenCart integration is handling the checkout flow, PayPal has a limited scope to make changes or debug the implementation directly from their side. They suggest we contact Open Cart to address this issue.
At the same time, on the payment page, the customer can choose the option to use a PayNow function that auto-generates a QR Code linked to our bank. This tab is also not functioning.
