High-Risk Gateway Setup & Promotion

I run a high-risk business and need two things delivered together.
firstly i am non usa resident and all business is in us and i have not registered one yet
First, i need a reliable payment gateway that can handle card transactions without constant shutdowns or punitive fees. I am open to either acquiring a full gateway outright or securing a merchant account/white-label solution—whichever offers the best mix of stability, PCI-DSS compliance, reasonable rolling reserves, and straightforward API integration. The job includes researching providers, short-listing the most viable options, presenting their fee structures and risk policies, and then guiding (or completing) the technical onboarding so the gateway is live and ready to process payments.
Second, once the gateway is in place, and its ready to be sold .
Key deliverables:
• High risk Gateway setup & high risk merchant account
• End-to-end integration or clear developer-ready documentation
• Chargeback and fraud-mitigation checklist tailored to my niche
