Machine Learning Theory & Coding

I’m looking for someone highly skilled in Machine Learning and Python (Pandas and Numpy), with strong understanding of both implementation and underlying theory and math behind it. The work involves analytical reasoning, and programming. You should be able to apply core ML concepts such as supervised learning, Bayesian decision theory, parametric modeling, and regression/classification.
