vision document

I am in need of someone to create a comprehensive and detailed vision document. The main objective of this document is to define the project goals and objectives that will be used as guidance for the project. The audience for this vision document is both internal and external stakeholders, and I have some existing materials and references to be used, but not all. The successful completion of this project will include delivering a vision document that accurately meets all the requirements.
