Update or rebuild - visual screens from export data (Energy)

We have an existing site built on Oracle Apex/Application Express, that exports energy data presented as visual screens used at external businesses. Needs updating and there is an error occurring in one frame, plus ongoing tech support including any client installation issues. However, depending on cost, may prefer to rebuild in a different language so as to deliver better hosting options. An example of screen presentation data attached.
