SAP ABAP/BASIS to install SAP IDES in a server ( open to discuss)

My idea is to install SAP IDES in a server ( of course I will provide it) or maybe cloud ( this is open to discuss) . It would be SAP ECC and EWM/TM. The freelancer has to provide the ides since I don't have super user ID in SAP market place and I am not sure what files are okay in internet.
Let me know if the requirement is clear and if you need more information.
