Quick Oracle Database Design Document Creation

Where one table(Ex: Acct_MSTR) can be updated by multiple sources/applications. This table is used for syskey integration purposes (Account iD unique for Account Number).
So whenever an application runs, it is supposed to propagate the account ID from the Account_mstr table. If the account in today's file doesn't exist in the acct_mSTR table, the expectation is to insert it as a new account and generate a unique Account ID.
The design for the above solution must:
1. Handle Key propagation to different apps
2. Handle inserting missing records
3. Ensure changes are not overwritten when two applications are running together
4. Ensure key integrity of Account ID (Uniqueness)
I want the design document to be as detailed as possible.
Ideal Skills:
