Oracle DB 19c installation and new DB creation

I am looking for a freelancer to help me with an Oracle DB 19c installation and new DB creation project. This is a personal project and the platform I need it installed on is Windows. The freelancer should have experience working with Oracle DB 19c installations and detailed project proposals. Successful applicants should include that experience in their application.
