Oracle Database migration and application configuration

We need to migrate Oracle database 11g Enterprise edition hosted on Digital Ocean cloud server to Oracle Cloud Database. The present database size is approximately 150GB.
The application is part of the database, that is, Procedures, Packages, Functions, Types. This is being rendered using Oracle HTTP server on Weblogic Server. Additionally Oracle Reports is part of the application configuration.
We are looking for a complete migration and configuration of Oracle database and application configuration to our satisfaction with security enabled.
