Oracle Cloud/Apex Standalone Installation

I need immediate assistance in having Oracle Cloud Standalone Database with PL/SQL and APEX loaded on my computer. I am being told by Oracle I can no longer use Oracle 12c on my Windows 10 platform and that I must transfer my previous work to a system that supports Linux.
I have had Oracle VirtualBox loaded on my computer with Ubuntu and now I need to get the abovementioned version of Oracle that accommodates APEX, SQL Developer, SQL*Plus, Forms and Reports.
