Need an OLTP Oracle Query written

I've attached the details but I need a query that will read a pipe delimited txt file and compare 2 fields to 2 fields in the oltp oracle table then update the oltp oracle table description from the text file description when the 2 fields equal. Attachment explains it better and need this as soon as possible within an hour.
