Enabling Oracle Spatial OGC Web services, loading data and configuration of the Oracle Server

I will provide a Virtual Machine and i need the Oracle Spatial 19c to be installed on it configure it for loading Raster and vector data. We will upload the data on to the server. Post this freelancer should configure OGC, wms, wfs, wcs, csw services and make sure the server is streaming data.

Please note this is not normal database creation , oracle spatial expertise is a must to do this project.
