I have a Windows machine that must talk reliably to an Oracle Database 19c instance. To make that happen I need Oracle ODAC 19c installed alongside the 64-bit Oracle ODBC driver, then a working tnsnames.ora configured so the client can resolve our service name and establish a test connection.

Here is how I picture the engagement: you walk me through (or remotely execute) a clean ODAC 19c installation, ensure the 64-bit ODBC driver is properly registered, and update the PATH and ORACLE_HOME variables if required. Once the software pieces are in place, you will create or edit tnsnames.ora with the host, port, and service information I supply, confirm resolution with tnsping, and demonstrate a successful connect in both SQL*Plus and the Windows ODBC Data Source Administrator.
