Build a small messaging app

I need a small oracle apex pwa app for messaging that can make push notifications, work offline and synch when online for 5 users and one table for insert and update data. the users can be done as static entries and i can be a tester, downloading the app and approving notifications and receivng mesasges etc. the push notification requires firebase account and service worker implementation.
