Add Oracle Maps to an Apex Application and teach us

Looking for a consultant on a one-time project. We build Oracle Apex apps on cloud-based Oracle.
We are strong in PL/SQL and basic Apex development. No javascript or plug-ins yet. We want to 'turn on' Oracle Maps capability for USA.
We take raw data from companies and turn it into analysis via Apex apps. Our corporate clients want Oracle maps to visually show them the location of their clients, to visually see top zips, to see top territories, (we already map the zips to the territories for them), to draw circles and see business inside that radius, to draw oblongs and see business inside that area, etc. Ability to drill into the map.
Looking for someone who can tell us how to enrich the data; we have the city, state, zip for each customer. Tell us what to do, to geocode the customers.
Looking for someone to configure whatever has to be done to make USA map(s) available to Apex.
Looking for someone who can use our data to populate maps in a sample Apex app so that we can see the capabilities.
Looking for someone who will "teach us how to fish". We want to see how you build and populate these maps and then copy your best practices into other Apex apps.
We cannot take the time to do the research and learn how to stand up Oracle maps. We hope that you can be our answer!
