APEX Application for investigator project tracking

I need an APEX application that can effectively manage a comprehensive range of customer information. With this application, comprehensive data capture and reporting should be the norm.

Data Capture:
The main focus is on tracking investigator project and deliverables
for example, investigator john brown is sponsored to do a project, i need to track payments to john and set tasks/deliverables for john to complete and have reminders sent to john on the tasks/deliverables due with the ability to support attachments. And i need to see projects i have committed to sponsoring, the status of my committed payments and the status of the projects whether they are in progress or closed, etc. This is support similar to a basic CRM.

Skills and Experience:
Ideal candidates would be proficient in APEX and have demonstrated experience in creating applications with multiple relational tables.
Strong abilities in data capture and reporting are also crucial. An understanding of customer data management would be beneficial.
