Windows OCR Productivity Tool

I am looking for someone to build a scoreboard OCR (Optical Character Recognition) program to add to a previously build graphics software.

The program should ask the user to select a video feed, allow the user to draw sections over the feed and the program should convert numbers/ letters in those sections into text form. Video feed will be capturing a sports scoreboard with numbers consisting of 7 sections (See image).

A major piece of information regarding this job: The OCR data will need to be exported to the correct position in a different window within the same program/app.
