Setup image recognition for live stream video

I have experience in coding and server management so this shouldn't be difficult.
The project requires text recognition.
I am looking for a developer to set up image recognition for 2 live stream videos. I have a local PC with good GPU, so the processing should be done locally. The final output should be a csv with the text and time stamps. The cameras should transfer the live feed to the PC. PC is running windows. Cameras are not purchased yet.
