PDF file OCR convert to CSV File

Hi,
We have a currently used file format for 'csv' which consists of 11 columns.
Fields such as, customer, purchase order, Item No, QTY, Price etc
We receive PDF files from customers, which we want to automatically convert to CSV files.
There is numerous formats that these 'pdf files' come in, they are mostly a similar standard invoice / purchase order layout.
If possible it would be good to setup 'rules' for different customers so the conversion can be slightly modified per customers to work with different files? (open to suggestions on this)
Wanting an app created that looks at a specific folder, converts the pdf file to csv file, saves the csv file in a separate folder and moves the pdf file to a 'completed' folder.
Sample PDF file and Sample CSV can be provided.
Solution must utilize / be written in VB.NET.
