Instant OCR Package Label App

I need a mobile application that runs on a phone and reads text from the phone screen (using OCR) after scanning packages. The app should capture the package number, dispatch date, and route number. It will send this data to a laptop, which will be connected to a computer, and the computer will be connected to a Zebra ZD230 printer. I do not want any API integration with external services. You may use Tesseract OCR or any suitable OCR tool, along with automation that ensures the data flows through the laptop, then the computer, and prints immediately on the Zebra ZD230. The goal is speed. Please provide a full proposal for developing this solution.
