Extract Addresses from HOA Map

I have a digital PDF of my HOA’s master map that displays every street name and, inside each platted lot, the handwritten house number. In total there are 595 plats. Much of the street text in the PDF is already searchable, but the numbers themselves were written in by hand, so they will need to be read and transcribed manually (or with the help of an effective OCR workflow).

What I need from you is a clean, error-free list that pairs every house number with its corresponding street name—essentially a complete address roster for the entire subdivision. If it helps, the neighborhood aligns perfectly with its real-world location on Google Maps, so you can cross-reference satellite or Street View imagery for any unclear lot numbers.

Deliverable:
• A single spreadsheet (XLSX or CSV) with two columns—House Number and Street Name—covering all 595 lots.

Accuracy is key. When the PDF handwriting is ambiguous, please verify against Google Maps before making a final entry and flag any remaining uncertainties so I can follow up.
