Production & Operations Management Expert Needed

I am looking for an expert in Production & Operations Management with strong skills in Mixed Integer Linear Programming (MILP) and supply chain optimization.
The task includes:
1. Analyzing the strategic positioning of American Steel versus its competitors.
2. Developing a MILP model to solve a problem involving raw material purchasing, production planning, and international distribution.
3. Delivering:
• Working code (Mosel, Excel Solver).
• Detailed numerical results.
• A short written analysis interpreting the results.
4. Answering two additional “what-if” scenarios (capacity change and extra demand offers).
Required Skills:
• Expertise in operations research and linear optimization.
• Knowledge of supply chain management.
• Proficiency in tools such as, Excel Solver, or Xpress-Mosel.
• Ability to write a clear and professional report.
Deliverables:
• Complete and functional source code.
• Results file with optimized solution.
• Summary report with interpretation of results
