Residential Proxy over VPN setup

Need to create a setup where a user in his Android phone or Apple phone should be able to use Proxy over his existing VPN application of the phone to route the traffic of all the phone apps through VPN server and finally use the Proxy IP to access all websites/apps on the internet to avoid VPN/Datacenter IP being blocked by many websites/apps. So basically the complete internet traffic should go like: ISP to VPN to Proxy.

I'm okay with configuration of my existing VPN service provider with Open VPN because my VPN service provider supports open vpn too.
