Enable TLS 1.2 for Oracle

I’m running Oracle 11g Enterprise Edition on a Unix server and need to make outbound HTTPS calls with UTL_HTTP to a third-party site that only accepts TLS 1.2. At the moment every request fails during the SSL handshake, so the database clearly isn’t negotiating the correct protocol.
Here’s what I need from you:
• Review the current 11g release level and confirm which patch set or PSU is required to unlock TLS 1.2.
• Supply or guide me through any CPU/PSU download, opatch application and sqlplus post-install steps.
• Create or update the Oracle Wallet, import the remote site’s full certificate chain and verify it with Oracle Wallet Manager or orapki.
• Adjust sqlnet.ora / listener.ora parameters so that TLS 1.2 is the preferred protocol without breaking existing database links or JDBC clients.
• Provide a simple PL/SQL test (UTL_HTTP or APEX_WEB_SERVICE) that proves we can reach the target URL over TLS 1.2. A final screenshot or spool showing a successful 200 OK response will be the acceptance point.
