Python Script Developer for OpenAI

I have a partly functional Python project that involves working with OpenAI. I need an experienced developer to enhance its functionality and make it more user-friendly.
Key Requirements:
- File Parsing: The script should be able to read and interpret instructions from .txt files and examples from specified files.
- Output Formatting: The project should be able to create a desired output based on the parsed files.
- Error Handling: It should be able to catch and manage errors effectively.
- Terminal UI: Implement a Command Line Interface (CLI) for a more convenient user experience.
The ideal candidate should have:
- Proficient in Python programming with experience in OpenAI or similar frameworks.
- Strong understanding of file handling in Python for both .txt .csv and .json files.
- Experience in designing and implementing CLI.
