OpenAI Expert for Text to SQL Sentences using RAG (Vectors/Embeddings) - SPANISH

We are seeking an expert in OpenAI models utilizing Retrieval-Augmented Generation (RAG) for converting text into SQL statements. The ideal candidate should possess strong skills in:
- OpenAI + Prompt Engineering + RAG + C# + SQL Server Azure + Lanchain.
The expert must create an AI model (Based on OpenAI) that is capable of generating value-added responses to queries made by users using natural language.
The workflow is as follows:
Everything starts with a user question from a chat room (Web APP in C#). This prompt will be sent to the AI model so that it translates the user's question into an SQL statement. Then, based on the SQL Sentence generated by the model, it will be used by the system to extract the data (DataSet) from a database in Azure.
Once the Dataset is available, the initial prompt plus the Dataset will be programmatically sent to the AI model so that the model generates a value-added response.
