OpenAI Expert

I am in need of an OpenAI expert to assist with fine-tuning our product specific data, creating prompts for templates, and creating a web scraping tool to grab text from a submitted URL to AI for tone recognition. The project tech stack is Laravel, PHP and Vue. Needs to be a good communicator. The dev who wins this job would be working with a lead and existing team.
