Building a Foreign Language Chatbot with a Large CSV File Using LangChain and OpenAI in Streamlit

I am looking for a chatbot developer to create a simple ChatBOT with CSV and using LangChain and OpenAI. I have an Excel file in CSV format with thousands of records from maintenance logs of machines. The content is in Greek language and includes maintenance dates and comments. I want to build a chatbot using Streamlit to ask questions and receive answers related to the file. It will probably require using pandas as well. The developer will add their own API key, send me screenshots, and then I will replace it with my API key in the delivered code. Pinecone might also be needed, which the developer will assess.The application should be structured in Jupyter Notebook. The completion time is three days.
