Search for someone who is experienced and educated around Open-Source Licensing

I am looking for someone who is experienced and educated around Open-Source Licensing. The ideal candidate should have knowledge of GPL, Apache, and MIT licenses. We are specifically looking for a combined license which will cover our code for commercial use of others. We have specific requirements and restrictions for the open-source license, so the candidate should be able to work with those. The primary purpose of the open-source license for our project is to maximize distribution. The candidate should be able to provide guidance on the ideal license to achieve this purpose. Overall, we are seeking someone who is knowledgeable and experienced in open-source licensing and can provide us with a suitable license for our project.
