Windows MSI Installer for Mixed .NET Framework 4.8.1 and .NET 8 (Offline Deployment)

We have an existing C# solution in Visual Studio 2022 with multiple small utilities.
Originally everything targeted .NET Framework 4.8.1, and we used to copy the built EXEs to a Linux system for code signing and distribution.
Recently some projects were migrated to .NET 8, and our current Visual Studio installer/setup project started rebuilding/overwriting the already signed EXEs.
We need an experienced Windows installer developer to:
- Create or fix an MSI-based installer that supports both .NET Framework 4.8.1 and .NET 8 applications in one package.
- Ensure the installer uses our already-built and signed EXEs without rebuilding or overwriting them.
- Bundle the required runtimes for fully offline installation.
- Provide a clean, repeatable build process we can maintain.
Requirements:
- Strong experience with Windows installers (WiX Toolset, Visual Studio Installer, or similar).
- Solid knowledge of C# and .NET Framework 4.8.1 and .NET 8.
- Experience with offline deployment and handling pre-signed binaries.
