upgrading our running website

Our website is running at the moment "www.mommyscharms.com" and it is operating on OpenCart
1- we are interested in upgrading our website based on a design done on FIGMA
we need a skilled programmer who have long experience in web designs on Open Cart and excellent knowledge in back end programming since some modules have been custom built from scratch for our use
2- the website suffer slow load time and we need the same programmer to take care of this issue and optimize the loading time of the website in GCC countries
