Seller product for Customer groups at Special price, Max Quantity and Max Quantity override.

I'm looking for a developer to enhance our Opencart marketplace with customer group-based product options.
The goal is to allow sellers to set special prices and attributes for different customer groups, and to control product availability based on customer group.
I have a customer group based options for products available in my Opencart marketplace website for admin and sellers.
Currently, products can be made available for customer groups and there can be different price and other attributes setting for each customer group.
Also, I can set maximum quantity customers can buy this product and also, when can customers buy this product again.
Also, I can close a Seller store for a customer group so that customer from that customer group cant buy any products from this seller store.

Now, I want the following settings available for product (for admin and seller).
This must be a very simple setting like a form available in product edit page so that even new sellers can easily do it.
- a product can be made available for all or selected customer groups.
by default, product must be available for all customer groups.
if product made not available for customer group,
product can still be viewed or visible but Add to Cart disabled. (there are many places product can be seen with Add to cart available. All such Add to cart button must be disabled if product made not available for customer group)
Also, there must be appropriate notification in cart page like,
"You bought qty X of this product and you can buy max qty Y" or,
"You bought your max of this product at special price and you can buy again on or after DD/MM/YY or ZZ days at special price. However, you can still buy at default price."
and also in all other product pages Add to Cart button notifying that "Sorry, this product is currently not available, please try again later"
- product price can be set to customer groups directly or by percentage.
product price cannot be 0.
- max quantity customer group can buy and days to overide it for each customer group.
- if max quantity of this product is bought by a customer at special price, default price of this product must become active and apply to the remaining quantity of this product in cart and in website.
This is what I need and you may have a better idea how this can be achieved.
My Opencart version is 2.1.0.1 and it is highly customized for me.
You must make sure my website works fine as before and if I notice any issues due to your new works, you must fix it.
You must give me a copy of your work as an XML file.
You will be given ftp and site admin access only (NO cPanel access)
NB: This is very serious custom work so, its only for very professional opencart developers.
Your price must be final and NO Placeholder bids accepted.
