Milestone 1【10 USD】 Create 2 Simple Custom Shipping Method based on OpenCart's Free Shipping and Flat Rate.
M1.1 Extend the original Flat Shipping to (we have renamed Flat Shipping to International Express Shipping):
1. International Economy Shipping
2. International Express Shipping

M1.2 Extend the original Free Shipping to (we have renamed Free Shipping to Free International Economy Shipping):
1. Free International Economy Shipping
2. Free International Express Shipping

Milestone 2【10 USD】At Checkout, make sure that:
If order below 100 USD, display:
International Economy Shipping (sort order 3)
International Express Shipping (sort order 4)

If order between 100 to 300, display:
Free International Economy Shipping (sort order 2)
International Express Shipping (sort order 4)

If order above 300 USD, display only:
Free International Express Shipping (sort order 1)

Milestone 3【10 USD】Simplify checkout process and hide billing address
Hide billing address and store shipping address as billing address, so that on PayPal page, the billing address is automatically filled (It works like this at present). Make sure this modification would work for both guest checkout as well as registered user checkout.
