Spinning off O365 domain with its billing and mail management to a Separate Tenant!

We have an office 365 domain linked to some email addresses. We would like to create a tenant under our account and transfer those emails to that Tenant and allow an administrator from our client's company to manage the tenant and its billing and email management.

We require an O365 expert.
