Set Up New Global Admin for O365

I need assistance in creating new Global admin access for Office 365.
Requirements:
- Current Global admin access is with the employee who left the organization
- Employee is missusing the email acess
- Help in setting up new Global admin access.
- Remove / Block the current Global admin
- Use phone verification for setting up the new Global admin account.
