Multiple duplicate Contacts, Outlook / Icloud / Gmail -- 2

Error being faced.
1.) We find duplicate contacts in iCloud and O365 contacts. See Example below
Solution desired:
1.) Removal of Duplicate contacts in iCloud, O365 using a tool
2.) We continue to use World card scanner software (or any other suggested tools – you suggest) to scan and upload card and its related contact information preferably on O365 or iCloud Contacts (or Gmail) and then synced on to other platform.
3.) Have a single contact management software to manage all contacts esp of ICloud and O365.
4.) Syncing is carried but duplicates do not appear in any of the situation.
