Microsoft Office 365 API development

We are looking to automatically send updates to office 365 to blacklist / block malicious domains from being able to send us email. Each day we receive a list of domains that are malicious. We want to use some sort of API functionality that connects to MS Office 365 vis html and sends these domains automatically to be blocked. We are looking for someone to show us how this can be done. Because this is something we know nothing about, we are looking for you to not only walk us through the process of getting the credentials setup for the API, but we will need detailed instructions on how to interface with the MS office 365 API. Most importantly, we will need you to show us the specific html that will be needed to accomplish pushing these blocked domains to MS office 365 and just as importantly, we will need to also be able to remove a domain from the blocked list from time to time.

We have no idea if what we are looking to do can be done and are looking for an expert in MS Office 365 that knows how to work with their API to make this happen.
