Post a Letter in Japan

I'm looking for a native Japanese individual who can assist me in sending a prewritten letter (application form) to the Ministry of Foreign Affairs in Japan. The letter's purpose is to request an Apostille for a Japanese certificate, an essential step in validating the document for international use.
**Requirements:**
- Fluency in Japanese, both written and spoken.
- Residency in Japan for ease of access to governmental offices.
This task involves not only the submission of the letter but also receiving the Apostille, which then would have to be posted to me. I'd greatly appreciate updates along the way. =)
