MacOS Swift application (only 1 tiny feature)

I am looking to create a native MacOS desktop application using Swift which consists of only 1 tiny feature which should work in any MacOS application. So it should be an agent application which runs in the background.
The actual feature: whenever some text is highlighted in any application a very small popup/badge/button should appear which when clicked gives you some options.
For this you will need to have a deep understanding of the Accessibility API.
