Defining a rules based analytics engine on a mongo db based data

we have a mongo db based data where abundance of data is coming from various devices. an analytics rules based engines need to be setup in place where notifications can be provided as and when any of the rules are set to true in the real time. Candidate who has done such a rules based engine and who is good at development of analytics can apply.
