Re coding a legacy program from Delphi to Node JS

we are looking for a professional to re-write a legacy program built from Delphi to Node JS, the framework that we are going to be using is Devexpress JS, the database is SQL , we could use asp.net instead of Node JS if necesary, but Node is desirable
