Website with ELO rating system implementation

Hello,
I am seeking an experienced developer to create a responsive website (with a smooth UI animation and transitions) where users (no registration needed) can vote in duels using the ELO rating system.
The project design is already completed (see attached Figma link). Your task will be to transform this design into a functional web application.
There might be more users voting at one time; the website has to be able to handle this and calculate the score correctly.
Some content will be locked behind a monthly subscription - Stripe?. (email address required and access locked to 1 device)
My guess for the tech stack would be something like this:
Front: React.js, Next.js, HTML, CSS, JavaScript
Back: Node.js, Express.js
Database: PostgreSQL, Redis
Real-Time and WebSockets: Socket.io
I am open to suggestions if you think there is a better way to do this.
