Web and Smartphone Hybrid Applicataion

We want a hybrid application . The users should be able to post an ad of their product. This ad can be approved/modified or deleted by the admin. Then other viewers/buyer should be able to see this , if interested they should be shown the contact details of the ad poster.
This application should work in both web browser and as an app in smartphone.
