Upgrade and modify my exist node server (API)

Hello,
I want someone who can upgrade my nodejs API that communicate with flutter application.
If the person knows and flutter I prefer it.
I want to add on my nodejs server the following.
1. Authentication TOKEN maybe (JWT) or something else if you know better way.
2. Upgrade my exist web socket server so the user can receive messages if he is out of the application. P.S To run the web socket on background is not good idea for mobile's battery life.
3.Generally knowledge about structure and security of nodejs server.
If you know ALL of the above please request for this job.. if NOT DON'T make any request.
