URGENT-mongoose group query for chart

I'm gonna display the data in chart.
my project is frontend-next.js backend-node.js db-mongoose
It's very simple if you are good at mongoose.
There are three collection.
first collection field: _id action
second collection field: _id city
third collection field: _id city_id action_id value

result data:
