Twitter API specialist needed for Node.js project

I will need a senior Twitter API specialist to help me with three specific functions:
1. Fetch every tweet from ~1.700 twitter accounts - while avoiding rate limits.
2. Add and remove members from a twitter list - from a given set of ~1.700 twitter accounts
3. Read tweets from this Twitter list with a given start time
I want this made using Node.js/JavaScript and you need to know Oauth. I expect you to have done these type of tasks before, otherwise it may be difficult to solve.
