Setup Test Environment with Docker/Node/Next/Postgres/Visual Studio Code/pgAdmin4

I need a test development environment configured using Docker. The environment should include Postgres, Node, and Next.js.
Full details in the attached design. I'm deliberately not typing a lot of text here as I get dozens of useless template responses saying bidders have read my requirements and are ready to start. Many of which arrive within 60 seconds of posting a job and so it's IMPOSSIBLE for these people to have done what they have said. So frustrating and wastes everyone's time.
