Send data using Socket from raspberry pi (Flask - simple_websocket -SQL ) to Node js Server in Heroku

I need a developer that can send saved data in SQL database on raspberry pi using Flask with simple WebSocket to a server hosted in Heroku.
If an internet interruption will occur, I need that the program could have the measure of how much data was sent, when the internet connexion return, the program will continue the data transfer in the exact position that it stop.
the server that receives de data from the raspberry pi is created in Nodejs. so I need you to be clear that Heroku only use Soket.io

then, the data received on the Nodejs server will save the data on a SQL database (ClearDB MySQL).
